Not since the Tailhook investigation in 1991, has the Navy suffered such a black eye.

In an unprecedented act, two admirals have been "placed on leave" and their access to security material "suspended." Both men are high up in the intelligence community. Both are Naval Academy graduates and have had stellar service records - until now.

VICE ADM Ted "Twig Branch (USNA 1986), and REAR ADM Bruce Loveless (USNA 1979) are the highest-ranking officers yet implicated in the widening investigation of what sources say is a huge bribery ring in the Pacific, supplying cash and prostitutes to crooked Navy officers willing to "play ball" with "Fat" Leonard Francis, a millionaire Malaysian businessman whose company supplies services to U.S. Navy ships at various Asia ports of call. From tugboats to fueling, all at grossly inflated prices.

THE "FAT MAN" PAID THE BRIBES

Federal probers believe that highly-placed Naval officers arranged for submarines, destroyers and even aircraft carriers to dock at loosely-supervised ports from Thailand to Japan where the U.S. Govt. was over-billed and ripped off to the tune of millions of dollars.

"Fat Man" Francis, sources tell us, was happy to "pay off" key officers with everything from wads of cash and prostitutes to tickets to a Lady Gaga concert in Thailand. Now he is in custody in San Diego, after being lured to the USA in a carefully-prepared "sting" operation.

DID GREED GET THE BEST OF HIM?

CDR Michael (Vannek Khem) Misiewicz was the first brass hat implicated. He was the subject of much favorable media attention a few years ago when the Cambodian war refugee - adopted by U.S. parents - returned to his native land on a visit as skipper of a Navy destroyer. There, he had a heart-warming and tearful reunion with family members who had miraculously survived madman Pol Pot's "Killing Fields."

Misiewicz is a Naval Academy graduate. Many thought the fast-track Naval commander might well reach the rank of admiral before he retired. Now that is moot. His career is over, and possibly a stretch in federal prison beckons.

Since our last story on Misiewicz and investigators' hopes that allegedly corrupt NCIS Senior Agent John B. Beliveau might "roll over" and testify against others accused in the probe, two more ranking officers have been caught up in the investigation.

MORE OFFICERS IMPLICATED

We have learned CDR Jose Luis Sanchez, a former top logistics officer for the U.S. Navy's 7th Fleet in Japan, is suspected of taking at least $100,000 in cash bribes and patronizing prostitutes allegedly supplied by Mr. Francis.

CAPT, Daniel Dusek, former C. O. of the USS Bonhomme Richard, was relieved of command in early October. His possible role in the fraud is still being studied.

Observers are shocked the rabbit trail has led to Branch and Loveless. "Who is next?" sailors in the Fleet ask? You can be sure Navy Secretary Ray Mabus is going to make every effort to clean up the mess before the bad publicity leads to his removal as well.
