TO OUR READERS:
For 32 consecutive months, thousands of people in Central Pennsylvania, to say nothing of all over the nation and around the world, have read and enjoyed the hard-hitting TRUTH, sometimes irreverent humor, and always “breaking news” in one of the most downloaded features on this website: CARLISLE BARRACKS CAPERS.
Because of the hundreds of e-mails and other messages we have received from both military members and civilian workers on Carlisle Barracks asking, “Why is the site blocked on post computers?” here is the answer:
Our recent investigative story, COVER-UP AT CARLISLE BARRACKS – which highlighted how a certain Army major and “fair-haired boy” was able to threaten a disabled African-American civilian employee by snarling: “I’ll break your finger off and shove it up your ass sideways!” and same “above the law” major got away with a “slap on the wrist” when he allegedly created such a hostile workplace, the highest-ranking civilian female official on post had to leave her job, telling us Chief of Staff Michael Colpo “betrayed” her trust – really struck a nerve!
HOW DARE THEY EMBARRASS US LIKE THIS, said those who would determine what YOU can read or see. TO HELL WITH THE FIRST AMENDMENT AND FREEDOM OF THE PRESS, WE DON’T LIKE IT, SO WE’LL SIMPLY BAN IT!!!!
Hello! What you have done – according to our best advice (from a former JAG colonel) – is decidedly ILLEGAL! Can you spell L-A-W-S-U-I-T? You can’t hide behind the Feres Doctrine, on this one, fellows. You have arbitrarily trampled under your jackboots the Bill of Rights and U.S. Constitution. And those who fought and nearly died to preserve our freedom, like I did, don’t take kindly to your fascist-like dictates.
Any damages we win (less legal costs) will be donated to Army Relief.
A CLIMATE OF FEAR AND INTIMIDATION
When a high-ranking civilian on post inquired why CAPERS had been arbitrarily and capriciously banned, the “bully boys” told him: “Shut up and mind your own business.”
Many post workers wait to read CAPERS when they get home, but Army War College students, many of whom are our most avid fans, don’t have that option. Yes, they can go into town and look it up at the public library, but how must these senior field-grade officers, being trained to be general officers someday, feel to know that the arrogant and oppressive “leadership” at Carlisle Barracks is acting like a bunch of totalitarian thugs?
By “leadership” we don’t mean new Commandant, Maj. Gen. David Huntoon. By all reports, he is a good and decent man, and he must be shaking his head already at what trouble his inherited “minions” have gotten him into. We assure you, general, it will only get worse. Much worse!
After the good general finds out what his chief-of-staff and public affairs officer have done, he might take appropriate steps to deal with them. We hope he does. But we think he’ll be getting some advice from the Pentagon on what to do with both “sooner” rather than later.
COMPLAINTS FILED WITH DA-IG (PENTAGON)
Official IG complaints are being filed against COL Michael Colpo for CONDUCT UNBECOMING AN OFFICER and Carlisle Barrack's new PAO, hard-charging former Pentagon flack, LTC Merideth (“not Hillary, it’s Merideth”) Bucher, for CONDUCT UNBECOMING AN OFFICER and, more seriously, for TRANSMITTING A THREATENING COMMUNICATION, to wit, an e-mail message that must have made the Carlisle Barracks JAG officer blanch when he saw it! Maybe that’s why a “recall” was sent out some two hours after the insolent e-mail was dispatched.
Too late, Bucher, we had already opened it and handed it over to our attorneys. And the proper law enforcement agency, which has jurisdiction in this matter.
You have to wonder at the level of arrogance or incompetence that led a newly-promoted lieutenant colonel in the U.S. Army, a so-called public affairs officer no less, to make threats to a civilian journalist who happens to be a disabled combat veteran of multiple tours in Vietnam (1966 – 1969) and an “up-from-the ranks” (Mustang) retired field grade officer.
Maybe she’s just used to getting her way, but rule number one for all public affairs officers is: DON’T THREATEN OR PICK FIGHTS WITH CIVILIANS, ESPECIALLY JOURNALISTS.
Anyway, legally made tape recordings of telephone remarks by Bucher and Colpo are being provided the proper authorities. There will be no “spinning” this one!

It’s been said arrogance breeds stupidity, so when Colpo telephoned our office in Arizona to speak to yours truly, [I’d called him earlier in the day], I did not expect to hear the man “self-destruct” quite so quickly. As an “extra special treat” for all our readers, here for the first time in journalistic history, is a transcript of the legally (in Arizona) tape-recorded call that Mike “the Chameleon” Colpo is sure to remember for the rest of his life:
GM (Glenn MacDonald): The reason I called you [earlier] is, I had a conversation with your public affairs officer, Merideth Bucher
MC (Mike Colpo): OK.
GM: Actually, I had a conversation with her two days ago, because – I don’t know if you are aware of this – the web site [MilitaryCorruption.com] is blocked on the computers, and I’ve had a lot of complaints from people that work on Carlisle Barracks, both military and civilian.
Now, this is a First Amendment, freedom of the press issue here – and this was settled once before by Gen. Ivany. [MCC was briefly blocked from post computers until we publicly threatened to go to the U.S. Attorney’s Office in Harrisburg.]
With the new commandant coming in, I really don’t think that this is something he wants “on his plate.” Let me tell you what was said by Bucher.
I asked her politely two days ago to help me and check in to this [illegal blocking of MCC] and get back to me, and she did not. OK. Well, maybe she was busy. So I call her again (today) and this time she acts like she doesn’t know who I am!
Oh, how do you spell your first name?” all this and that and so forth . . . well, I knew where she was going with that, it’s disrespectful, but I just kept my temper.
Then finally, she gets down to business and says:
“Considering this issue, [complaint about the blocked web site] I’m not really going to look into this . . .cuz (sic) there is absolutely no reason why anyone would need to have access to THAT site anyway, MISTER MacDonald . . .”
At that point, colonel, I had to remind her of “military courtesy,” and that I am a retired, field-grade officer and combat veteran. “Please address me by my rank.”
Later in the strained conversation she declared: I’m not even going to look into this.” Then she says: Look, the Army War College entrusts ME to take inquiries and deal with matters as I deem appropriate, which I have done!”
When I asked her politely if she could suggest someone higher up the command I could speak to, her reply was: I am NOT going to pass you on to someone else to answer this question.”
And so, really, colonel, I don’t know where she comes from, or what kind of training she had, or if she ever went to DINFOS, but this is NOT my kind of “public affairs officer.” In fact it’s not even the type of person [rude, obnoxious] that I want to deal with.
Now, I do NOT want to embarrass her – I may have to, in print – and that would embarrass the Commandant, and we DON’T want that. I just want to get, first of all, the block [on MilitaryCorruption.com] taken off.
MC: Let me tell you what I think. I think she gave you a GREAT answer . . . frankly we should not be discussing with any outside inquiry, and she doesn’t even know you . . .
GM: She does. She had two days to find out all about me . . .
MC: ARE YOU GOING TO LET ME TALK?
GM: Don’t, [pause] all right. Go ahead.
MC: Don’t WHAT?
GM: Don’t yell at me, I was going to tell you, and you just did!
MC: Don’t WHAT? I’ll tell you WHAT, there Major MacDonald. Here’s the ANSWER I’m going to give you, and you can put it on the page [voice now dripping with sarcasm and contempt] . . . and you think YOU can embarrass the Commandant. . .
GM: No, WAIT, back up! I’m NOT trying to “embarrass” the Commandant. Don’t twist what I said . . .
MC: I like her [Bucher’s] answer. It is NONE OF YOUR BUSINESS what web sites, or anything else, can be accessed on this installation . . .
If an employee has a problem, which , oh – by the way [extreme sarcasm with a whiney, girlish voice] I haven’t HEARD any problems [he must have meant “people”]come to ME about any of this . . .
GM: I’m SURE [sarcasm] they’re going to come to YOU and say: “Hey, we want to read MilitaryCorruption.com . . .”
MC: If an employee has a problem with accessing web sites, they are fully capable of calling the help desk and ask for technical support . . .
GM: Do you remember something called FREEDOM OF THE PRESS? The Army War College is an ACADEMIC institution and . . .
MC: You do whatever you want, Major MacDonald! . . . DO YOU HEAR WHAT I SAID? I said you can pursue whatever you want!
GM: You apparently don’t care about her [Bucher’s] insubordination . . .
MC: YOU UNDERSTAND WHAT I’M SAYIN’, HUH?
GM: Don’t talk to me like that, I’m not a moron . . .
MC: You’re talkin’ to ME like I’m a moron!
GM: No I’m not, I’m trying to be decent . ..
MC: THE HELL YOU’RE NOT, “BUDDY!”
GM: Colonel, we’re on tape, so don’t try to misrepresent anything . . .
MC: I’ll tell you now, I’m not going to pursue ANYTHING with you. She [Bucher] gave you a good answer, and that’s the way it’s gonna be. If you don’t like it, [extreme sarcasm in voice], you can take it somewhere else!
GM: You’ve been “playing a role” for a long time, and guess what? I’ve got your number . . .
MC: That’s GOOD! PLAY IT! Make sure you PLAY my number, Major MacDonald!
GM: You know, you’re not doing your new commandant any favors with this kind of behavior . . .
MC: I’ve done enough, “BUDDY!”
GM: I am NOT your “buddy.”
MC: [Slams down the telephone with a big BANG!]
And with that, he may have finished off his military career. Let’s hope so. He didn’t seem to understand that recorded tape is “evidence.” It proves his shocking lack of self-control. This man is obviously not fit to be a general officer. Copies of the tape will be sent to the DA-IG and Gen. Huntoon. And maybe some news media outlets, to boot.
As for the bitter taunt: “PLAY MY NUMBER!!!!!” guess what, “Mikey?” We did. And it came up ZERO!
NOWHERE NEAR THE COMBAT ZONE
Naturally, after THAT outburst, I ordered my CI’s (confidential informants), who are in many locations on Carlisle Barracks, to do some “checking” on my favorite loud-mouthed colonel.
“Guess what?” one source reported. “This guy is a West Point graduate all right, Class of 1978, airborne qualified, Infantry branch, but you’ll never believe this – according to his bio sheet here – he’s been an officer for a quarter century and never served a day in combat – anywhere! Not in Grenada, Panama, Gulf War, Bosnia, Kosovo, Afghanistan, Iraq, nothing!"
“That’s odd,” I said. “You’d think after getting a wonderful education at the taxpayer’s expense, Colpo might want to test his “manhood” in harm’s way in the service of his country? God only knows, there were plenty of West Pointers in Vietnam who felt it was their duty to serve in combat. They did, and more than a few died."
“Well, there’s more, major,” the source continued. “This guy hasn’t even been out of the United States in 25 years! Just one staff job after the other, getting his ticket punched.”
“What about awards and decorations?” I asked. “Incredible! In his photo here, he’s got all of two rows of ribbons! And he’s a full colonel! Looks like six or so. And they’re the usual merit badges – Army Achievement Medal, ARCOM, MSM, etc., why you’d see more salad than that on most any SFC after 12 years!”
“Why do you think he’s always riding a desk, far from where the shooting is?” I asked my top CI. “I don’t want to say NO GUTS, NO GLORY,” he replied, “but it sure is strange – most West Pointers would be embarrassed to be Infantry and have missed every fight we’ve been in for the last 25 years!”
(EDITOR’S NOTE: We continue to urge all CI’s at Carlisle Barracks, the Pentagon and any other Army installation, to send us any information on Colpo and Bucher they think we might find of interest. Those of you in the general public, if you’re repulsed at what you have read, be sure to send Senators Arlan Spector and Rick Santorum of Pennsylvania a copy of this article. You might get it to your local media, and to you workers on post, maybe you might print up some copies and carefully bring them to work with you. Hopefully the guards won’t be ordered to “frisk” everyone.
Just leave the copies in lunchrooms, break areas, places on post where other citizens can read what the fearful CENSORS at Carlisle Barracks don’t want you to see. That way you can strike a blow for FREEDOM OF SPEECH and our beloved First Amendment.)
