DIANA RUBENS V.A.On the morning of October 21, 2014, then Philadelphia V.A. Director Diana Rubens laughed out loud as she strutted about the building mocking a Congressional committee that was holding hearings on fraud and corruption at the Veterans Administration.

The fierce feminist and open lesbian had reason to feel cocky. She had plenty of female friends in high places and knew her position was secure, no matter what the pesky politicians dug up on her.

Ruben's smile evaporated when she was compelled to testify earlier this month before the House Armed Services Committee, chaired by no-nonsense Rep. Jeff Miller of Fla. Along with another "golden girl" in the V.A. bureaucracy, Kimberly Graves, Diana took the Fifth Amendment and hunkered down for what was to come.

She shouldn't have worried.

HER "PUNISHMENT" A SLIGHT DEMOTION

Investigated for being recipient of an astounding $288,000 in "relocation" expenses (thanks to now-hastily resigned super-achiever Allison Hickey, then Undersecretary of Veterans Benefits), one would think the much-feared boss would get the boot from V.A. Director Robert McDonald.

After all, hadn't Bobby claimed he was there to clean up corruption and rid the system of cheats and crooks? Why, McDonald is a West Point graduate, don't you know?

Instead, Rubens can heave a sigh of relief. Her "punishment" was not losing her job. She just doesn't get to keep as much loot. McDonald demoted Diana to "assistant director" and shipped her to Houston. She was making a paltry $181,000 in her old job. Let's hope this time, defiant Diana doesn't get another obscene check for that "duty transfer."

GAL PAL WENT FROM GS-7 TO GS-15

Observers want to know if Rubens will take her reputed live-in lover Kimberly Beale with her. Those in the know say Rubens and Beale have been an item ever since they met at the infamous Phoenix V.A. There, Beale was a lowly GS-7, but documents show the younger woman soon leapfrogged over others and ended up a GS-15 only eight years later.

What about the ongoing DOJ IG investigation of Rubens and Kimberly Graves (see related stories box below)? There's talk that the FBI is considering filing criminal charges.

"Not to worry," says an informed source in Washington. "Diana knows where all the bodies are buried. McDonald won't want her talking out of turn. Neither does other V.A. big shots. She's safe, at least for now."

And anyway, Obama controls the Department of Justice. Odds are in the end, they won't move against her. Rubens has one more card to play. LGBT. What once would have been the kiss of death to a federal career, now is about the most iron-clad "insurance policy" against dismissal one could have.

Rubens can start laughing again, if she hasn't already.
